I am a French teacher, despite that I can answer you on this question, the teaching of foreign languages, to see French or English, it is important to focus on the language needs of the learners because it will facilitate the taking charge of the immersion situations in which the students find themselves. As an ESL teacher I focus more in developing the confidence of my students to learn and speak the language. Though objectives vary depending on learners abilities and learning styles, it is important to note that without proper motivation and coaching it will be quite impossible for a non native student to have the desire and determination to learn English. Fluency will follow and eventually accuracy as students progress and seek to learn more about the language.
