Conflict between operations departments and human resources departments is nothing new. Line managers have and will always disagree with human resources staff on one issue or another. For example, conflict often arises regarding what operations managers, often called line management, are responsible for and what is the primary role of human resources staff. Regardless of what causes conflict between HR and line management, the company's business model should delineate responsibilities and duties for their respective areas.
There must be a very strog relationship which will reflet the effective service ,feed back and prompt remidial actions between the two inegral part in the organzation.

What I have observed is, they are like the Tester and the Coder(of IT Dept), they never are friends.
There must be close working relationship between both to implement company policies and to get organizational goals effectively.
