In cloud bases CRM you are jointly using the System/Software/Information available on the cloud with others or you can simply save your info privately by taking a share of cloud and your information will be saved on a third party server and the cloud service provider will keep the mechanincal infrastructure and will implement various resources for safe keeping of the data , the tention is on the cloud service provider, also for many(not all) uses it also proves to be cheaper than setting up infrastructure for the same use.
On the other hand, having it on premise keeps the data handly and physically available , you can use it just the way you want.
