Many answers to a previous question emphasised on political instability and arab spring for failures in changing and transforming the nations. If we look to GCC countries, they are ambitious to develop and step up services and contiously adapt best practices, and some are becoming leaders regionally (such as UAE, and Qatar is following the league), can this be turned around with a round of political instability?
The situation is different in each country. but yes, I a gree that present situation in the middle east except GCC led to a sharp drop in the development opportunities and growth rates specially in the countries that are in the transition right now where much human potential remains unrealized, and economic development is stalled. let us hope transition period will not remain for long and believe development opportunities will grow to unprecedented levels.
the things that we need to do it for development is to work together with hope and optimistic and having honesty and change ourselves from hatred to love each other and love our country.
I am not very optimistic, the conflicts actually in Arab countries is from a long term plan, and Golf countries even not concerned directly by the Arab spring will be affected.

There is a great room for development. I am hopeful that GCC countries will not only develop as a whole region but will set example for others.
Development is a wide target and even for specific development targets yo may have different perception of the target and different approaches to achieve it. Accordingly, discussing hinderance is a subjective exersice.
I think that each nation should define its strengths and weaknesses.
Strengths should list the competitive advantages for each nation (Dr. Porter have a very good base to start from), then prioritize these strenghts and plan to capitalize on the key ones.
Weaknesses also needs to be prioritized and plans should be made to improve the key ones. Return from capitalizing on the strenghts should fund improving the weaknesses.
Based on the above theoritical concept, every country should be able to improve. I belive our ruthless enemy in such efforts is corruption. This shoulld be deligently fought. This is more achievable, if the plan is publicized so every one can track and monitor achievements and accordingly become more enthuziatic to participate.
A last note here, if nations manage to cooperate rather than comepte, this will be best for all.

I have a high hopes for the Arab world and I think the current situation is temporary it is also a good learning curve for the local actors.
Whilst change is taking place organically a meaningful and sustainable economic reforms/ growth is a priority for the entire region.
As far as politics are concerned, it is very difficult to act and arrange situations sometimes.
Not pessimist but realist!
One situation which is conflictual in one country can be the benifit of another one.
Each country is ruling the economy with respect of their history, culture and/or tradition.
Nothing is impossible but a lot of works needs to be done with our respective presidents.
I believe that the most under rated aspect is the scientific effort made in Iran. Although western countries are bombarded everyday with news about the political regime of Iran, nobody mentions that the largest number of scientific articles is produced in Iran. As far as project management goes, scientific awereness is the most important step for success.
The example of Kaust in Saudi Arabia is yet another aspect I need to point out since it's another pole of scientific development that has regional impact.
Financement is not a problem in the MENA I just hope it will be used for research with scientific purposes, after all this is where algebra was born.
The reality of the situation confirms that the political stability the most important role in the development and advancement Nations.
