Having no guidelines is like jumping into it without rules and it would become a free for all organization. It would be a chaos and everybody would be going in different directions.
Is not good because there is no successful project without the principles of good plans, and we can not succeed in any project in our lives (personal process, intellectual, ....) without thinking, study and planning very, very, very good.

Yes, a project starting without a proper guideline is not good at all then it would be a project that would run based on a vague ideas/assumptions.
Beacause what I feel is for any project improper guidelines can make the project run in vain with lots of resources involved without any proper guidelines on what to workk on, which in turn impacts the budget as we would be investing more number of hours on the resources and which in turn impacts the time line of project delivery.
On the whole for any successful project time management, schdeuling,perfection,budget management are the essential factors.
NO, the project can be very good even without any guideline, The project manager is the key person who can develop the guidelines himself. This is the beauti of the project to make it successful even without guidelines.
I don't know what is good about the situation but it is adventurous, project guideline is a key document and the road map for various components of the project;
1. Identify what work is to be done
2. Explain why this work needs to be done
3. Persuade stakeholders that the proposal have a plausible management plan and technical approach, and have the resources needed to complete the
task within the stated time and cost constraints.
I have done this twice. Although they are doing just fine but without guideline its a waste of time and money because once you do it your way in the middle of the project managment will surprisingly give you a completely different story.
