Go to config mode.

shut down virtual interfaces for exampe you have vlan and interface you have created in router for vlan is fa0/1..

so to shut the interface run mention below command.

inerface fastethernet fa0/1.

shut

exit

like above example shut all interfaces.

and also disable encapsulation dot1q

sw(config)#no ip routing
