Our behaviour depend upon on the safety culture of any organization too, so we know when their are check and balances in a safety system we would behave safely but when we know that we can get away without being monitored we will always use that short cut
in my opinion , this would be related to how powerful safety polices and rules are applied on site , and how strong the management would help to enforce these rules, if the management is thinking about safety and profit wise ,, this project would be successful , however if the management is weak regarding applying safety policy / rules on site ... so safety will be the least priority
It depends opon the Safety policy and the cullture of the concerned company
Organisational behavioral state is a replica of the management take on any issue of context like in this case safety. Safety follows a Top-Down approach. Therefore the epileptic behavior of this individual could have been as a result of the poor safety culture (includes poor policies, no adequate trainings etc) due hugely to nonchalant safety behavior of the management.

If these factors will be positive, workers will behave safely
and if those will be negative, workers will behave unsafely.
