The team should be competent enough to handle efficiently the assigned tasks. Effective and vigilent controls & regular periodical monitoring, overseeing and guidance can bring the best rersults.

In my opinion, small active one is better than big inactive team.Active : includes many meaning i.e. ( initiative, making balance between management and employees, establish the organizational culture, training and developing, seeking, attracting, and recruiting, talents managment,...)
It doesn't matter once there are clear roles and responsibilities
It all depends on the nature of the job in hand. Moreover, skilled and specialzed workers with the usage of latest technology may reduce the work force and a relatively small HR team will do the job
