Why might the managers of anorganisation not consider healthy and safety to be a priority?

There are various reasons on why corporate managers or top level management might not consider health and safety one on the reasons are they might not be all too familiar with the effects and a general lack of knowledge on health and safety might have on the company, another reasons is costs there are managers or top level management guys that skimp on safety due to its costs not knowing that costs from accidents might be even higher with the associated root causes and direct causes.
