Try to resolve the problem of your co-worker during the time otherwise you may ask the existing resource or expert to train him/her. Whenever you have time you may also help your cor-workers in resolving the issues and learning new things.
Start out by examining yourself. Are you sure that the other person is really the problem and that you're not overreacting?
Explore what you are experiencing with a trusted friend or colleague.
Approach the person with whom you are having the problem for a private discussion
Follow up after the initial discussion.
You can confront your difficult coworker’s behavior publicly. Deal with the person with gentle humor or slight sarcasm.
Even though you are on duty you can spare some time for a person who is in difficult situation
if you want to be a future leader and succeed you must make time that you don't have to help your coleagues,make time,you will need their help one day.
even if it slightly alters your schedule your actions will be much appreciated by your upper management and coworkers.
work on becoming a leader.
Report this to HR / Management as if incase you try to help him/her and then you distract from work, there would be double loss of energy and time which will surely effect the work flow.
As your co-worker is in difficulty he/she wont give100% and trying to help him/her you will be also distracted, neither you have authority to make a decision (if incase the decision is made by yourself - analyse the situation and help him/her in all possible ways)
i wil try to relate him as by my knowledge at the earliest

Or I will help him and then complete my duty
i'm sure that all of us can have enough time to help our colleagues,even if you have to you can take it from lunch time.
You know why?
coz, some time you will need a help,then you will find no one to help you becouse they will be busy doing their tasks.
Going in a formal way and telling your suprior is not recomended in normal cases, but if you tried to help and you couldn't manage it then, tell your suprior and inform him that you did your best.

it dpeend on how you managed your time and the deadline of your tasks, that you can support him but remeber try to not spend more time as in talking just explain what to do or you can support him to involve but dont let it to affect your work and take your time
i think hee need guidnce only i will guide him/her about priorities and guide him time to time on regarding these priortise work to resolve his / her problem during my work and after my work / when i have spare time i will check the progress and make correction
