If I understand from your question that you concern on what efforts done by team on daily basis in terms of productivity. S oat this level to manage your resources effectivelly then you have to do some practical actions:
1- Ask all tem to fill in some kind of forms/tables that describes what are the activites are doing every day & how much times to be closed successfully.
2- Also ask for idle time/wasted time due to incomplete processes from other phase
Sure you have to communicate with your tem to let them understand that you don't spy or follow them to fire them but this procedure to help you & the company to get the following:
1- Get the actual work done & to understand cuase root for some delays or cost issues
2- from dily report you can get fast result & take fast coorective actions
3- This also will show how many team exactlly needed & how you can relocacte them later
