Performance appraisal is the best way to measure the employee performance.
By using a skills matrix - for example - these can be based on what skills they have and what skills they can teach. How good is their customer interaction, what is their time keeping like. What is their sickness record like. Do they have language skills. Are they smart, polite respectful. Do they drive, what can they do that others cannot!
Measure these skills against individuals and your will soon see who are you better employees.
This doesn't mean that the individuals cannot improve and they should be set targets with regular coaching sessions to improve them as individuals. Some people perform much better to targets and competition - set them up and see efficiencies/profit improve

Be open with different techniques depending on the organization, employees and their work ,putting an eye on KPI's. Performance appraisal and Management by objectives are good methods to measure employee performance. 360- degree feedback can be accepted in case of surety in accurate feedback which is quite difficult.
In my organization has360 degree performance measurement sysytem. My supervisor follows:
1. Set review date.
2. Preview all documents and notes.
3. Myself evaluation and send to supervisor according to KPI.
4. Supervisor sits with supervisee performance appraisal meeting face to face.
5. Exchange feedback throughout the year.
The employees’ performance may be measured through the Six months / Annual performance appraisal. During the discussion with the individual’s performance the supervisor highlights directly about the achievements / grey areas where the individual needs to put more emphasis are discussed in depth to achieve the subsequent target. The individual also put forwards his/her arguments to the supervisor for better performance.
