I am strongly disagree with statement because the role of a PMO is to support project managers.
According to PMBOK: A project management office (PMO) is a management structure that standardizes the project-related governance processes and facilitates the sharing of resources, methodologies, tools, and techniques. The responsibilities of a PMO can range from providing project management support functions to actually being responsible for the direct management of one or more projects.

I disagree with this, because the project will run smoothly when it has been assigned to the right project manager to run it.
PMOs provide templates, tools and software to manage project efforts. They invest in tools for managing projects , which pays off in reliable data, enabling early visibility into project performance for better decision-making.
PMOs also play an important role in institutional memory. Once the project completes, or cancels, they archive all the project documents created during the project into a document repository. This is very useful for future reference, especially for lessons learnt.
Yes, if the client controls the project directly it’s always better, so no need of some lazy PMC consultants who will sit in office and enjoying without doing anything.
