Project is going smooth, if the client assigns Project Management Office to direct managing a project. Do you agree?

I am strongly disagree with statement because  the role of a PMO is to support project managers. 

According to PMBOK: A project management office (PMO) is a management structure that standardizes the project-related governance processes and facilitates the sharing of resources, methodologies, tools, and techniques. The responsibilities of a PMO can range from providing project management support functions to actually being responsible for the direct management of one or more projects.

 Differences between the role of project managers and a PMO may include the following:

  1. The project manager focuses on the specified project objectives, while the PMO manages major program scope changes, which may be seen as potential opportunities to better achieve business objectives.
  2. The project manager controls the assigned project resources to best meet project objectives, while the PMO optimizes the use of shared organizational resources across all projects.
  3. The project manager manages the constraints (scope, schedule, cost, quality, etc.) of the individual projects, while the PMO manages the methodologies, standards, overall risks/opportunities, metrics, and interdependencies among projects at the enterprise level.

I disagree with this, because the project will run smoothly when it has been assigned to the right project manager to run it.

PMOs provide templates, tools and software to manage project efforts. They invest in tools for managing projects , which pays off in reliable data, enabling early visibility into project performance for better decision-making.

 

PMOs also play an important role in institutional memory. Once the project completes, or cancels, they archive all the project documents created during the project into a document repository. This is very useful for future reference, especially for lessons learnt.

Yes, if the client controls the project directly it’s always better, so no need of some lazy PMC consultants who will sit in office and enjoying without doing anything.
