When I was a lower level manager in a bank in1986, I found that similar type of complaints were pending for a long time. It was the disposal of deceased assets without legal representation.

In such cases, indemnities are taken from two persons good for the amount. Also affidavits are taken from two respectable persons of the community regarding the legal heirs.

By the time I left that branch, all such  pending cases were disposed off.
