It depends on the topic. If it is management related the manager has to be in the lead solving the problem. HR mamanger can always support. Other issues, like development or staffing issues can be taken on bij the HR Manager leading it to the management for making desicions
I would go for employee itself first, we must try at our level to sort out the issue and in case of hurting the performance then we do dicuss it with line manager and they must be train, groom and responsible for handling the team issues. At latter stage, HR must take into confidence to bring some solution.
HR Manager and the Personnel dirctor can both interfere in solving the staff problems bearing the sake of the organization.
Yes HRD play a major role but we can't ignore other like Director or HRP
