Refrigeration is cooling without freezing and could be used for any type of food with long shelf life and must be fresh with moisture but freezing is needed for food such as ice cream and meat.
For example if you are exporting cakes then you can you use cooling with room temperature without freezing but if you are exporting chocolate or ice cream or meat then you should use freezing tempreture to keep it safe for usage.
