how we implementation the quality management system?
One must have a grasp on the type of system you want. Some say a TQM system is too difficult, and a Six Sigma based system is all you need. I would disagree with that, but I've heard the argument. Some say use an ISO9000 based system, and others might argue that TPS is all you need. I could not argue against that, although ISO reaches more into quality ve the efficiency efforts of TPS.
Once you decide (I suggest an ISO based system is easiest, being a world wide accepted standard), you need to familiarize yourself with the expectations, gain appropriate commitments through effective communication, and conduct your gap analysis. Structure your teams and committees as a result, and begin documentation efforts. By the way, you can enhance your QMS later by applying the other options (Lean/Six Sigma, TPS, TQM, etc.)
Clearly, Communication, Commitment and Change Management are the starting keys to implementing a QMS. Understand what you want to pursue, understand the gaps, understand the commitment required, and act. I recommend using Shewhart's PDCA model. Lay out your timeline as part of the planning (based on all this understanding), do execute through approrpiate teams/committees, check (reviews, audits, briefings) and act (follow-up and follow-through)

Based on teh question, the QMS system is developed already. Now it is time to implement:
1. train your staff
2. work on the outreach of your quality policy (from top management to the operational)
3. keep documents for each thing
4. put key flow charts of important processes with instructions in the place where need to be used
5. Use PDCA cycle to continously understands pit falls and give corrective actions
6. understand your customers needs and always try to balance your actions with their wishes
7. conduct satisfaction surveys on customers and bring corrective action
8. revise your quality plan at least each six months internally, if possible, if needed.
