There are some instituations offer study courses and then try training in a large factory that applies SCADA . see:-

It is better if you are trained by a certified authority in SCADA. It could be a company that had developed scada. You have the certificate and you are authorized to re program, etc. Self study is very good but without certificate not advisable and probably no one will believe you. Thats my opinion only.
