I am looking for a Open Source software, which can maintain DHCP history, which IP was assigned to which person, anybody know such software in Linux?

have you tried Open DHCP Server, its a good one. More importantly you can create two seperate instance of DHCP so in case of one DHCP server failure you still can lease IP from other DHCP server.

I can recommend for you Microsoft service that will enables you to manage, monitor and audit IPs in your network, this service is called IPAM (IP Address Management), you can install this service on windows server2008 and2012 and it manages everything related to your DHCP, DNS and other IP ranges that you configure to be monitored.
