Encourage them to speak, listen, read and write.
I once did smith and it kind of worked out. I forced everyone to speak english and only english the whole day except in the break time. If someone spoke another langauage, they would pay for it. It actually worked. That's in addation to the english courses given to them and using english in work communication methods (paper work, mails, phone calls..etc)
Make all your paper works and emails in english.
