if you can not find somone who willing to speak english with you , try to speak it with your self , translate your thoughts and try to speak it out load sometimes . if possible . the fastest way for me was english movies with english subtities . and keep watching the same movie over and over till you fee that you meomrise the dialog and also accent .
To be fluent, you must practice. In addition, the environment must be conducive. If possible, go to England and take up English courses (Bachelors or Masters, depending on what is your level now) at any of the more established universities.
Watch American/English movies or TV shows.
