What makes a city safe and perfect?

(A) Studying the natural disasters like:
1- Storms, so the planner should make green belts facing the storm general direction, length of the buildings shouldn't face the wind/storm general direction …etc.
2- Strong/heavy rain, so the planner should make flood protection e.g.
drainage in all roads and streets designs, draining channelization, water traps under rain water resources …etc.
3- Earthquakes, so the planner should make strong links with the earthquakes engineers for the consideration of all buildings/structures to be designed to resist as more as they can of Richter scale when designing the foundations, columns, beams, slabs …etc.
(B) Studying the Social/Economical influences like:
4- Jobless: the more jobless the more crimes
5- Democracy: the less democracy the more crimes and struggles
6- Ideology: Let all the people believe that religions are for GOD but our city and all the public utilities are for all of us

Very Simply by just following the Rules and Regulation, makes it safe and perfect
