It is better to be rated by others and by exams of TEOFL for instance but I rate myself as excellent according to Grades of TOEFL I got last year and according to work.I can improve by practising the4 skiils.They are the spring of any progress.Also, practising the4 skills within context like a diploma or MA is better than usual practice.It is like the patient whose doctor asked him to walk.If the patient walks to go to work everyday ,it will be better than walking for just recovery.

I advise all people to learn a second language.there will be no place for monolinguals in the near future. good luck
