an adjective describes a noun like when we say he is an old man.Old is an adjectve and man is a noun.also when we say the man is old .old is an adjective.so, you can use an adjective before a noun or after verb to be or sense verbs and some other verbs.

an adverb modifies a verb or an adjective or another adverb.

He runs very quickly.

very is an adverb that modifies quickly which is an adverb too and the adverb quickly modifies the verb run.

when we say a he is a very nice man.

the adverb very modifies the adjective nice and the adjective nice modifies the noun man.
