Does a student being at risk have to do with his/her intelligence level?

Not so much his/her intelligence level, that is an inherent part of their DNA. Studies in UK have shown that childrent at risk have difficulty in "learning" for the following reasons:

1. Lack of concentration in class. Their minds are obviously on other issues.

2. They lack self esteem and demonstrate feelings of guilt. Many children in this position think "wrongly" that it is their fault.

3. They will not necessarily "trust" the teacher, because of their relationships with adults.

4. Lack of self confidence due to all of above.

5. Despair and lack of motivation. They can't immediately see a way out of their predicament. 

6. Further to1. above, limited attention span.
