No...I always put my effort to in refining goal statements with the help of my management. I used benchmarking to set reasonable goals and targets.
I feel there is no straight forward project goals, a management sets up. It is a role of project manager to define what is project goals and targets are.
Yes, If the project has a big amount of RISK
Yes I did , it was because I was hired to manage the project after another manager who did a lot construction mistakes ... the top management refused to deligate me with enough authority and budget to recover those mistakes and to finish the project successfully.
yes, becuase i am over load
The presence of more than one decision maker in the project
Yes, When the project goals are not clear or they are not approved by management and the customer. Another reason to reject a project's responsibility if my project plan which is prepared involving the members of the project team is rejected by the management or the customer.
Yes, even the entire project: with the budget that the client offered, we didn´t feel that we can carry out proper work, therefore we declined the project.
Yes, during the time of war and political instabilty.
In my view people can reject to take responsibilities if they have valid reason to do it. If the assigned responsibility is infeasible to handle it is advisable to discuss this with your supervisor/sponsor and explain why you cannot take up this responsibility. No company or boss forces a good performing manager to take up a role or responsibility that he isn't interested in. Also, sometimes the PM has to unwillingly accept a responsibility that is in the best interest of company's business.
Never.
