Chemical engineering is risky at every stage.
Safety precautions mitigate risk factors and provide opportunities.
Risk is every where; in simple reaction, designing of reactor, pressure vessel, boiler, material of construction, cost estimation, feasibility study, production, process control.
Risk Management is very essential in chemical engineering. It depends on the severity of risks; low, medium and high.
How much resources are available to reduce risk factors; technology, finance, information, HR's skills etc.
Risks are combination of chemical engineering and risk analysis is requires.
It depends on the plan development for controlling risks for business benefits

Chemical engineering is a very diverse field.
If you are behind the desk and off-site, chemical engineering is very safe.
However, hazards increase as you move on-site and are in the plant.
In general, engineering is a fairly safe field.
