Cerainly. Without an approved (by management and customer) project charter clearly defining project goals the project stands a good chance to fail.

Without a project charter there is no project manager. So, there is no project.

A Charter for a project is what a map is for a navigator. As the navigator would be lost without the map, so will the project be lost. So, a project charter is mandatory for a project.

Project charter is birth certificate of the project & should be simple & clear as possibe as you can.
