I think you need to coach this employee in a very careful way in terms of to not harm his/her pro-activity; the employee needs to know where his/her actions and reactions are leading to (in short and long terms). And if this employee does not know the strategy at least the portion that concerns him/her area, then, they need to know at least that portion if it is risky to communicate the whole strategy or the strategic direction for instance.
