Why is the HR function marginalised yet in actual sense it is one of the most integral aspects of sustainable business development?

In a region where labour is plentiful HR functions are marginalised and about20 years ago in India human resource was treated as any other resource and named personnel management. But with globalisation the need for trained labour force has increased. A human resource to be valuable has to train himseld in skills that are valuable.
