I think freezing does not kill bacteria in food! but however it may inactivate their growth temporarily and once the environment is suitable/thawed especially at danger zone, bacteria can active their growth!
Note. once bacteria have released the toxic in food then the food is poisoning and can threat human and animal life! even you cook the food at high temperature; bcz the temperature can destroy bacteria but NOT its toxic!
