the safety plan, build as the project safety and construction requirements, but the safety manual build as the safety requirement, so it is more specific,

HSE Manual: Describes the overview of any organizations towards the Health Safety & Environment, eg: how serious is the company toward the HSE, what steps are taken to improve HSE, Monthly & Yearly HSE Audits Report, HSE Manual is a short but complete package of a Company HSE Status.

An HSE Plan can also be referred to as an HSE management programme aimed to achieve any specific HSE objective and target/goal and should essentially define the objective (what you wish to achieve), programme (what you plan to do), Action Plan (how it will be accomplished), responsibilities of persons at different levels and the time frame within which the goal is to be achieved.An HSE manual is simply a description of your Environment and OHS management system that contains the project related information, HSE managementstructure and issues (Env. aspects impacts & OHS hazards and risks), policy, arrangements, operational control measures & safe work procedures. HSE manual provides guidelines for effective management of overall HSE system.

The emergency plan is the overall plan where describes the building (type of construction, use, capacity, ...), intervention teams, evacuations, also includes possible emergencies, consequences, required actions, risks, hazards (fire, explosion, building collapse, loss of electrical power, loss of water supply, etc. ... And a list of a resources needed (medical suplies, respirators, chemical and radiation detection equipment, power generators...) ...

The emergency manual does not include a lot of technical information, is more a practical function, for the worker without technical knowledge, or groups of foreign workers that we have to perform work on our building

Not confuse the manual emergency with actuation tabs.
