PeopleSoft HR is an Enterprise Resource Planning system. In short, it is (or ideally should be) used to manage the whole Human Resouces procedures, data, etc. of a company (often global).
Although technology is changing, I believe PeopleSoft HR is still a powerful system and used by many big accounts.
I think the best way to train an entry level candidate is to have a training on PeopleSoft HR. It is not very difficult to use in terms of user interface. However, some procedures and functionalities can be quite sophisticated and so it would be very good to learn by training.

You can expect that PeopleSoft remains somewhat important in regions where data security is important (some parts of Europe for example, who are very sceptical because of the U.S. spying programs and thus they avoid clouds).
HR systems and HR data are critical. It deals with the most important asset a company has: humans and their data.
