Google penguin is one of Google’s most important algorithms, having direct affect on digital marketing in many languages, including Arabic, being among the top-10 internet languages. It influences specifically bad SEO & SERP’s (Search Engine Result Page)m by being geared towards fighting web spam, cloaking, link schemes, keyword stuffing & other black-hat SEO techniques.

 

Google’s advertised aim has always been to create a democratic arena for organic marketing by enticing webmasters and content manager to create high quality sites that embody a good user experience & most importantly high-value content. Content is king, is a well-known slogan derived form Google’s policy.  

 

The most recent update of Penguin is said to have impacted about3% of search queries in Arabic, which is less than the impact for English queries by0.1%, meaning that previous search position for Arabic are now different.

Google is moving forward and although penguin was important, Google has moved on to Hummingbird. The answer to your question in my view is the general one- Whether it is English or any other language, the consequences of Google SEO updates is that we are moving from tactics based SEO to content and social content based SEO. 

The key to a good SEO has always been stated as related to the content but SEO experts using bad hat techniques have found ways to get away with bad content. Not anymore.
