How much do people lie/exaggerate about their skills in their CVs? Does culture play any role in the extent of exaggeration?

I think to lie in your CV depeneds on your own nature and not the culture it self  BUT some of the nationalities are good at Marketing Themselves ,  and if it's main skills required in the job (HE LIED ABOUT) he will be exposed infront of the HR recruiter .

Everyone will try to enhance how she/he is look in her/his CV ,

I don't consider this as bad attitude, it is normal human nature.

In my opinion culture has nothing to do with how much one allows himself to exaggerate. However, i do think that things depend on the nature of the job at hand  and on the other of the personal skills required to be shown. For example, if one does not need to use some skills that were listed or position giving him the desired experience but gives his CV an over all better look than he/she will do okay. But than again if the candidate is lacking essential skills or is not able to support the questions of the HR it will be worthless to have them listed because it will be obvious that he/she is incapable.
