For example, your design project is about to be a great success when you discover how to save a large amount of money in the construction phase changing your structural layout. If you implement the needed changes, your project will be delayed and over budget. Time is the most important constraint, what should you do?

yea i think everyone has spoken well on this issue. primarily, change cannot be instituted or carried out by one individual, it is usually done in concession with all the stakeholders involved, various meetings may be held with the parties involved, and then all parties would have to agree and approve the change and only then can you go ahead with the desired change. by approving they must have taken into cognisance the setbacks and the gains that would be achieved as a result of that change. otherwise you may just have to stick with the status-quo. that's my take on the issue.
It is possible your Client accepts the delay if the improvement is severe! So present it open with all the effects, positive and negative and make a corporate decision!
