Though Cigarettes & particularly Alcohol consumption is legal in certain countires but the state also advertise its hazards regulary.
On the other hand, Medicines cannot be made legal as among billions of population, only the healthcare professionals (a very few %) knows how/when/how much/how long to use them, or the advantages and disadvantages of them.
