The question is very hard to answer. Anyway it can cause a kind of holywar instead of discussion but I'll try to mention MHO.
As for me the best is Sokkia. I mean total stations, GNSS and levels. TLS are the best from Topcon (pulse-based) and Z+F (phase-based).
About10 years ago Leica was not bad but after production transferred to south-east Asia it became not so good. Trimble is not bad also. Topcon now is mostly Sokkia. The other equipment producers are trying to reach those I've mentioned.
And I insist - all is IMHO.
