For enterprise they will use for most languages Microsoft Visual Studio and for java eclipse and both of them support most programming language . For your info even java can work on visual studio and there are many plug-in for mostly all languages in eclipse .
University and students they use mostly free version and open source toolkits .

All depends on the software needed, the platform to be used, and the security needed for an application. Most common toolkit for web, services and mobile development is Visual Studio in addition to some addin libraries. For mobile development it all depends on the platform.
