Promotions in General must be based on a fair basis in the interests of labour and entitles the worker
a) Employees will strive for satisfactory or excellent work performance
b) New employees will be encouraged to work more efficiently
c) Employees who are "old timers" and whose performance are not remarkable will examine themselves why they are not promoted - and catch up to improve their performance
d) Employees who think they are not performing well will resign from their jobs paving the way for replacement with better and more efficient employees.
Big Yes (( Performance )) what if employee stay in company for ten Year then he / she will be in the boards and ten more will be chairman , BUT as long any employee can give he / she must be given back in order to make him / her work hard but even to make add value as long the company satsfiy they needs.
The performance must be the key factor for promotion. Otherwise, it is out of professionality.
For these two specific creteria of promotions, each has something to offer. a person who is promoted because of seniority brings knowledge of past successes and failures, while a persone who is promoted because of strong performance bring leadership through good example.
I choose the employee with strong performanc as he would encourage others to work diligently in order to be promoted.
I beleive that promotions should be based on performance. This enables retaining high performers and motivates lower performers to improve thier performance to move up.

Performance, of course. There are new and younger employees who can do better than the older ones. At the same time, not all employees who have been working in the company for long are competent enough.
Promotions should be based on performance and readiness of the person for that role.
