Would there be no conflict if the Production Lead will also be assigned to quality assured the products and the production process?

There will be always conflicts of interest if production person is incharge of Quality assurance if the out put is final product to the market.

In case if it is supplied as components or assemblies to OEM's, if there are check points, its good idea to make Production lead assigned for quality of the product and more controls needs to be in place.
