there are many explications for that issue but i will try to explain some most important symptomes related to this problem,

When computer turn on then it shutdown (without rebooting automatically) , this probably means that the PC is turned to security mode (overheat, CPU overcloacking..)

When computer turn on , then reboot automatically, and still like that (i mean it restart in a loop) , this means that we have what we call BSOD (Blue Screen Of Death)

There are a detailled explications in the microsoft Website for all Blus Screen Code (the code is in the form0x000000XXX, with X an alphanumeric caractere)

The BSod tell us what is the error exactly and tell also if it's a hardware or a software issue.

The problem here that the BSOD is displayed only for a split of seconds, and then  depanding of the OS , there's a manipulation that allows us to force the system to hang on this BSOD page to get technical information , and then fix the issue.

In windows XP, Vista and windows7, we should start computer and since the first second of startup, we must start tapping F8 Key , this should display the advanced startup menu, which contains Safe mode , safe mode with networking , and some other ways to start windows, iat this step we should choose the follownig line: "Disable automatic reboot on system failure" , validate by Enter key, the system will try to go on , and then it will display the error message for exemple  (Error STOP windows :0X == which is a graphic issue ;) )

For windows8 and8.1, the Advanced startup menu is display in different ways:

-we should shutdown computer without the on/off button , I mean shut it with unplugging the Power cord, do this twice and you will see at the third try of boot , the advanced startup menu.

-also we can get it if we have access to logon page , and if the BOSD is displayed after logging to windows (after inserting the password to log in), in this case there is a little trick that we can apply:

in the menu access to the session and insert login and password, hold down the shift key. and  choose restart from the same menu, before entering the session and have the BSOD.

It depends on what do you mean, Do you mean that you turn the computer on and when the windows is loading the computer restarts or Do you mean when you start the computer after short while it SHUT DOWN??In the first case, if the computer is restarting that can be because of system failure or you added a new hardware that made a conflict with OS, or installed a new program that conflicts with OS. In the second case, You need to check your CPU Fan, because if the fan is not working the will cause the CPU to overheat and cause complete SHUTDOWN.
