Resistance to a change is part of human nature. Everyone makes his own comfort zone. When you say about top management, they will only believe when they will experience the positive effects. Try to create a sample environment and show them the positive results. Slowly and progressively induced change is better as it gives time to everyone to experience it with other people. Choose few brave people in the organization who are ready for the change and experiment the change with them.
