It depends of the competition
Shortlisting depends on the position and its always better to have minimum number to fill up the position if the offered candidate backs out or didn't turn up or not able to join. You cant again start sourcing, shortlisting, scheduling etc. If you have good number of candidates attended interview for the1 position you can have at least top3 to4 candidates in pipeline for offering.
In a previous job search, I was the best candidate for a position along with3 other females. The decision was then based on nationality (which was not mentioned in job description)... I think there could be many candidates who would get shortlisted for the position but then the decision on who to pick relies on HR. I can't say that I am happy with the methods used in KSA, it all comes down to connections and who you know (which really sucks)
