Dear Abdullah, this is tricky question.
If you leave managers on performance decision making along withought trained HR facilitator who is a guardian of one criteria for performance you may get faked results.
Performance appraisal is more about right discussion rather than technology.
So when it is new to the organization it should be introduced with the specific attitudes, expectations and training and reflect real culture of the business.
