Start-to-finish occurs when “the completion of the successor activity depends on the initiation of the predecessor activity,” or, said so that normal folks can process it: Activity A must start before Activity B can finish.
The most common examples are those associated with replacement of an old system by a new one as in the case of upgrades, replacements, obsolencence, ... etc
In these case ... activity A (the retirement of the old system) can NOT start until activity B (preparation of the new system to replace the old one) has already been finished !!
