"I think that business development should be considered top management and should have the authority to make changes?"

If not granted authority it may as well not exist at all. Do you agree? Explain why.

I fully agree with you, but change management needs support from the top management. Change will be happen FROM THE TOP NO NEED TO PRESSURE US

Authority to change mus match ability to change. So please define what changes are required. Then, assess if these changes would hurt or improve business development activity. If the b.d activity is immune to such a change, why bother, if not, then a valid input is required from the b.d manager. The only scenario where the b.d. becomes critical is where the objective is b.d and not just internal efficiencies. More importantly a pure b.d. person would hardly contribute to change management, exposure to handling other functional departments is a must.

I agree when the job of a business development manager (within a specific SME company) becomes closer to that of an entrepeneur, like in my personal case >>> I was a Business Development Manager/Entrepeneur and I only changed the job title on my CV here on Bayt simply because of a HR advice that I got, that recruiters are "hesitant" of hiring ex General Managers under35 years old, especially when entrepeneurs AND aiming for what may not be a top management position (the silly over-qualification excuse). I agree with the balanced comment of Mr. Hussein that top management is a very clear designation pertaining to CEO's, Directors, Department Heads, Presidents, General Managers, Managing Directors etc.

Good Day!!!

I dont fully understand the true essence of your asked question......... AUTHORITY TO MAKE CHANGES????? which type of changes? if you mean changes in business development plan, its okay...... if you mean changes in corporate vision & mission, its not possible.

BUSINESS DEVELOPMENT is a part of Marketing just like SALES. In Larger organizations, both Sales & BD works in line with Marketing. In middle sized companies they & Sales works under Marketing.

To my experience, Departments don't work as top management, it's the job of individuals e.g., CEO, Directors & HODs.

I fully agree with you, but change management needs support from the top management. Change will be happen with support of top management. For changing anything, management should be strategic and must have long term objective.
