We must not assume that people will act in the way we think. If we assume this about people, then it means that we would do exacly what we think others would. My answer to your question is NO. INforming people about the amount of contingency reserve would create a margin for error, the confines of which would allow others safety within the parameters and also show respect and trust. Of course there would have to be a climate and level of maturity which can be created over time. At the end of the day, people would strive towards achieving the goals that are laid out for them whether or not they are aware of the contingency reserve/s.
