since you are asking about who and not what,i believe that if the project is customer focused or oriented or even innitiated the key driver is is the customer, if it is a normal project i believe it is the project manager.

Once the PM is assigned, he/she is the key driver of the project becuase he/she is accountable for the success of the project once launched. Before that, It will be the customer because he/she is the approving party for any progress.
