I think, Datawarehousing comes first because base on the definition.
Datawarehousing is the process of aggregating or the centralization of data from different data source while Data Mining is the process of finding patterns in a given data set.
So in order to create a patterns in a given data set the data set should be centralize first.

it depends on your needs.
You can also implement a dataminig process in operational information system by doing csv extract or connecting data mining tools to views.

If you are asking about histroy, data mining came first, data mining has been around for a long time but under different names, in computer science it all started with the term Artificial Intelligence and then Machien Learning and now Data Mining is considered part of Machine Learning.

On the other hand, if what you meant to ask is "What comes first?', then I would say that Data Warehouse is not related to Data Mining, although some people prefer that a data warehouse be available to store the data before applying data mining on it.

One needs to be careful, Business Intelliegence (BI) and Analytics is different from Data Mining, some people use the term BI to refer to a complete solution that also includes data mining.

Data Mining can be applied on any kind of data from any source, not neccessarily be it in a data warehouse.
